DOSBox-Staging Git (2025/04/25)

DOSBox-Staging Git (2025/04/25) is compiled. This repository attempts to modernize the DOSBox project by using current development practices and tools, fixing issues, adding features that better support today’s systems, and sending patches upstream.

* Establish clear boundaries on what Staging releases we support
* ci: Restrict all workflow permissions to read-only
* ci: Deprecate Linux Meson builds CI workflow
* ci: Add initial Linux CMake CI workflow
* ci: Rename `linux.yml` to `linux-meson.yml`
* cmake: Simplify enabling coloured compiler output
* cmake: Remove setting `/experimental:newLambdaProcessor` for MSVC
* cmake: Bump minimum required CMake version to v3.24
