Tanuki3DS v0.2.3

Tanuki3DS v0.2.3 is released. Tanuki3DS is a 3DS emulator for MacOS and Linux written in C which aims to be simple, fast, and compatible. Currently it can play a handful of games at full speed and supports some nice features like controller support and video upscaling.

Tanuki3DS Changelog:
Fixed ELF/3DSX loader on Windows
Fixed file IO on Windows
Fixed runtime shaders on Windows
new configuration file ctremu.ini replaces config.txt
Partial texture cache invalidation (fixes things like text in Ocarina of Time)
Other minor fixes
