WinVICE r45631

WinVICE r45631 is released. WinVICE is a program that executes programs intended for the old 8-bit computers. The current version emulates the C64, the C128, the VIC20, all the PET models (except the SuperPET 9000, which is out of line anyway), the PLUS4 and the CBM-II (aka C610).

fix CPU port emulation for SX64. On the SX64 board, bits 3,4,5 of the CPU port are not connected, and thus read back as 0. We still need to disable anything tape related when SX64 (and perhaps C64GS?) is selected.

as 0xffff, not 0xffffffff as I thought.
