DOSBox-Staging Git (2024/02/05)

DOSBox-Staging Git (2024/02/05) is compiled. This repository attempts to modernize the DOSBox project by using current development practices and tools, fixing issues, adding features that better support today’s systems, and sending patches upstream.

DOSBox-Staging Git Changelog:
* Update README, add missing special keys
* Pin MSYS2 SDL2 version to 2.26.5
* Convert compile time SDL version checks to runtime checks in sdlmain
* Add helper function for checking the runtime SDL version
* Use a better version number in vcpkg.json
* Use Clang for all projects
* Replace zlib with zlib-ng
* Enable all features on MSVC build
