As the city of Junon looms ahead, trail the enigmatic hooded figures descending into the valley beneath the city. While you have the option to survey the expansive area, the primary mission leads you to Under Junon—just follow the indicator to get there. Upon arrival, Rhonda, the mayor of Under Junon, will welcome you and grant access to the quaint village. While your main destination is the inn located at the far end of the town, the journey between Rhonda’s location and the inn is filled with new Shops to peruse and Queen’s Blood players to challenge. Take your time to explore and enjoy these amenities before moving the narrative forward. To trigger the appearance of the objective marker, you’ll need to converse with several party members. Additionally, there is a Side Quest titled “Stuck in a Rut” available for completion.
Upon speaking with the Innkeeper to arrange for some rest, a sudden scream from outside interrupts you. Hurry outside to find that a monster is causing havoc at the docks. Follow Priscilla to the scene and you’ll find Yuffie under attack on a small boat. Your next challenge is to combat the Terror of the Deep, a creature that frustratingly prefers to hover out of range of standard attacks. This foe is susceptible to Lightning, so casting this spell should be a priority. Aim to build up its stagger meter whenever possible.
When the monster’s health drops to about half, it will submerge under the deck, only to shoot up at specific spots in the arena. This behavior actually presents a better opportunity to hit it with regular sword strikes, so seize the moment to apply more pressure. Keep an eye on your allies, as they may become trapped in watery bubbles, incapacitating them until you break the bubbles free. As with most encounters, utilizing Limit Breaks and Summons can be highly effective in depleting the monster’s HP more quickly.
Following the victorious cutscene, take control and swim back to solid ground to check on Yuffie. When she comes to, Cloud finds himself in a rather awkward predicament, but Yuffie apologizes and requests a proper conversation with you the next day as you make your way back to the village. The party is exhausted, prompting a visit to the inn for some well-deserved rest. As you head to your room, you’ll overhear Aerith in conversation. Upon noticing you, enter her room to collect the Empress’s Scepter from the purple chest, and then engage her in conversation. When it’s time to make a dialogue choice, opt for “You shoved a flower at me.”
Afterward, proceed to the room where Red XIII is and have a chat with him, choosing the “We’ll manage” dialogue option when it comes up. Then, make your way upstairs towards your room, and Tifa will open her door as you pass by. Engage in the conversation with her, and when it’s time to respond, select “The general store kid?” At last, go into your room and settle in for the night.
As dawn breaks, a series of knocks at the door stirs Cloud from his slumber, with Yuffie and the rest of the group on the other side. She quickly divulges a conspiracy to take out Rufus Shinra during the upcoming Junon Parade, but in an abrupt turn, she makes her getaway through the window, where a familiar face on a motorbike is waiting. Encountering this character, Roche, he extends an offer to ascend to the main part of Junon for a lethal confrontation. From here, you’re at a crossroads: pursue the central narrative by seeking out Priscilla, or diverge to tackle the fresh Side Quests now available in Under Junon like When Words Won’t Do, among others on the Community Noticeboard.
This guide now returns to the central plot, leading you to the docks to converse with Priscilla about gaining access to the main section of Junon. You’ll find her on a little dock, engaged in play with a dolphin. Priscilla proposes using a nearby boat, with the help of the dolphin, to set course for Junon. Committing to the main storyline is necessary at this point, as you won’t be able to make your way back to Under Junon for some time. The game advises attaining Level 23 or higher before proceeding, so ensure you’ve leveled up accordingly. Once you’re prepared, dive into the water and join the dolphin for a swim.
In the next segment of Final Fantasy 7 Rebirth, you’ll engage in a minigame featuring Cloud riding the dolphin. Navigate by following the directional arrows in the water, aiming to hit the beachballs along the way. Stick to the course, and when you reach its conclusion, be ready to press the on-screen prompts accurately. A successful sequence will see Cloud make a triumphant leap onto the boat.
Proceed to the control room of the tanker and manipulate the levers to submerge the vessel completely. Your team will board a tugboat, after which you’ll raise the tanker once more. A cutscene will play, showcasing the president’s arrival in Junon. Afterward, Cloud must take control again and reunite with his companions in the second room down the corridor.
Once you emerge back on the upper deck, you’ll find the soldiers indifferent to your presence on the Airstrip. Head left and jog along the red carpet. At its end, utilize the red terminal to descend a level. Another cutscene will interrupt the gameplay, and then Cloud regains control within the Aerodrome. Locate another elevator at the far end to go down further. In the subsequent cutscene, the team concocts a plan to blend in with the Junon Parade, hoping to secure a moment with the president. Cloud, Tifa, and Aerith don their disguises and exit the dressing area, only to be swiftly cornered by a commander who insists on conducting a drill formation check.
During this rehearsal, slip-ups are permitted; it’s all part of the preparation for the actual event. The drill is straightforward, so you should be able to get the hang of it quickly. Once you’ve mastered the routine, it’s time to gather your Seventh Infantry band for the Junon Parade. Successfully completing this section of the game will earn you the 7th, Assemble! Trophy.
Your next task is to take part in the Junon Parade. A stellar performance here could net you a reward, along with recognition for your efforts. Achieving this will also unlock a Trophy to commemorate your success.
Following the Junon Parade, gameplay shifts to Yuffie, who is blending in with the spectators. Navigate her up the scaffolding until a cutscene triggers, leading into a brisk minigame where you aim to align the crosshairs for an assassination attempt. Position the reticle over the target zone and press the X button as it lights up. Three accurate timings are required for a successful attempt. However, Barret’s interruption gives the president just enough warning to escape with nothing more than a gash on his face.
As you progress through Chapter 4 in Final Fantasy 7 Rebirth, the team decides to go their separate ways due to Junon being on high alert. While most of the members chase after an enigmatic hooded figure, Cloud joins a group of troopers heading towards the port. Once you’re back in control, claim the Rune Blade from the purple chest, and avail yourself of the Rest Stop and Shops as necessary. The troopers you come across from this point forward are hostile, so engage and defeat each one as you navigate the Seaport Facilities. The route is straightforward, ensuring you won’t lose your way. Upon encountering a J-Unit Sweeper, employ Thunder magic to inflict swift damage and stagger it. After defeating two of these, you’re clear to interact with the console in the vicinity.
At the lift’s base, you’ll encounter a Deathwheel, a swift adversary that darts across the battleground, making it challenging to approach. Seize the moments when it pauses to strike and build your ATB meter, enabling the use of Abilities and Spells. After you’ve vanquished it, take a moment at the Rest Stop and utilize the Shops at the end of the corridor before continuing onward.
Activating the lever, you’ll emerge into an arena where Roche awaits on his motorbike. Engaging Roche while he’s mounted on his bike can be difficult due to his mobility. Wait until you have a portion of your ATB meter filled and then cast Assess to discover his vulnerability to Fire. Fire Spells are particularly effective, dealing substantial damage and rapidly filling his stagger gauge. Keep your ATB gauge charged and unleash Fire Spells frequently. Although this battle might seem daunting, it’s fairly straightforward if your level is adequate. With proper preparation, Roche should not present a significant challenge.
After defeating Roche, make your way through the hangar, gathering all available resources as you go. A heartfelt cutscene follows, showing your troopers departing. Next, interact with the console to descend via the elevator and proceed to the cruise ship where your comrades are assembled. To board the ship, cross the lowered bridge and engage in conversation with Captain Titov. As the cutscene unfolds, you learn that Kyrie has unfortunately missed her chance to travel abroad, bringing Chapter 4 to a close.
