PPSSPP Git (2024/04/16) is compiled. PPSSPP is a fast and portable PSP emulator for Android, Windows, Mac, and Linux, written in C++.

* Fix camera on Windows. Forgot to re-enable USE_FFMPEG in the project.

* Add some basics.
* Add empty AtracCtx2 implementation, and a dev setting to select it. Savestates don’t work.
