nv2a: Enhanced precision in handling exceptional fog values in VSH
The treatment of infinite fog coordinates in #660 does not entirely
align with hardware behavior across all bias and multiplier values. Additional testing
reveals that the handling of the infinite value seems to override
all bias/multiplier combinations for FOG_PARAM, rather than preserving
the bias. This update emulates that behavior and also resolves NaN
handling, which appears to be contingent on the fog mode.
