* GS/HW: Enhanced shuffle fixes.
* GS/HW: Further improved texture hazards.
* GS/HW: Adjusted HandleBarrierHazard to return a value.
* GS/HW: Backported the sample area copy to VK/DX12.
* GS/HW: Used sampled area for RT/DS sampling hazards.
* GS/HW: Removed texture is fb specific device checks for copies.
* GS/VK: Eliminated RT and DS hazard checks; handled in RendererHW.
* GS/DX12: Removed RT hazard check; managed in RendererHW.
* GS/GL: Hazard checks removed as they are managed in the renderer.
