As far as windows goes, have you tried Retrobat? I have all but ditched Launchboxat this point..
It's basicly a windows standalone version of batocera. It's based on Emulationstation and as such supports a huge amount of really good themes. Even the default theme is really cool and highly customizable. It's also blazingly fast.. I have vid here where i go through some options:
