Nice Theme. Definately gonna try it out on my Odin.
As far as windows goes, have you tried Retrobat? I have all but ditched Launchboxat this point..
It's basicly a windows standalone version of batocera. It's based on Emulationstation and as such supports a huge amount of really good themes.
