The plantation is a larger farm for sugar, tobacco, and coffee, giving cash-crop production a more substantial tool than the standard farm. That is a narrow addition, but it is a meaningful one when those exports are central to your plans.
You will know quickly whether this DLC is for you. Build your economy around mines, tourism, or something else, and the new building may barely enter your thinking. Build around coffee, tobacco, or sugar, and it becomes the clear reason to own the pack. Its value comes from making an existing economic direction feel less cramped, not from changing how Tropico 4 plays at its core.
The included mission helps justify spending time with the content rather than merely adding another option to a familiar build menu. Still, this is a modest package with one major gameplay hook. Buy it because you specifically want expanded cash-crop farming, not because you expect a broad overhaul of your island-management routine.

Graphics
The most visible extras are a new character outfit and decorative items. They offer a little more room to personalize your ruler and island, while the plantation itself adds a larger agricultural structure to your construction choices.
Story
Plantador includes one new mission, which gives the DLC a defined scenario to play rather than leaving it as a purely cosmetic or item-based add-on. That matters: a mission can put the new material in front of you with a clearer purpose than free-form building alone.

The frustration is equally clear: its usefulness is highly conditional. If you do not care about cash crops, then one mission, a trait, an outfit, and decorations do not create enough weight to make this feel essential.
For dedicated Tropico 4 mayors, the payoff is solid but specialized. Pick it up when you want another mission and would happily make your agricultural sector bigger. Treat it as an optional extra if your islands earn their fortunes elsewhere.
