That structure starts to click when you treat each title as its own outing. You can pick the monster theme that sounds more appealing in the moment, then come back to the other game later without needing to regard the collection as one continuous journey.
Frustration can set in if you expected the compilation to turn its two parts into a larger, unified experience. It does not need to be judged that way, though: the value is in having two separate Totally Spies! games together, not in a new overarching format.
